Official-control charges can preserve small abattoirs without lowering standards

The UK Food Standards Agency is proposing a redesign of discounts on meat official-control charges in England, Wales and Northern Ireland. The paper, published on 3 September for an FSA Board meeting, follows a public consultation held from 19 March to 12 June 2026. It received 47 written responses from 42 respondents. The proposal aims to focus support on smaller establishments. The FSA argues that funding can help equalise a proportionately heavier regulatory burden and thereby support diversity in farming and consumer choice, farmers selling meat from their own animals, local sourcing by butchers and the viability of rare breeds. It does not propose automatic support for large abattoirs; between lower and upper thresholds, a tapered reduction would be based on historic throughput. The agency itself stresses an important limit: the discount alone cannot secure the future of every small abattoir. Inspection, energy, labour, maintenance, animal procurement and capacity utilisation remain decisive for viability. The FSA also announces subsequent work to improve the efficiency, accuracy and clarity of charging systems. For the meat craft, the issue goes beyond an administrative fee. When local slaughter capacity disappears, scope also narrows for short supply chains, contract slaughter, differentiated processing and credible origin communication. The UK proposal does not directly apply to Germany or Austria. Yet it clearly illustrates that the design of official controls can support diverse structures without lowering the food-safety standard.
