Avian-influenza controls make regional origin a procurement requirement

The immediate suspension of imports of poultry meat and poultry products from France’s Maine-et-Loire department shows how animal-health events can alter trade flows with very little notice. On 3 September, Hong Kong’s Centre for Food Safety announced the action after a World Organisation for Animal Health notification concerning an outbreak of highly pathogenic H5N1 avian influenza.

The restriction covers poultry meat and eggs from the affected area. According to the authority, Hong Kong imported around 540 tonnes of chilled and frozen poultry meat and about 570,000 poultry eggs from France in the first half of 2026. The action applies to the affected department, not to France as a whole.

For buying organisations, the significance is the required granularity of risk management. National origin is no longer sufficient information when veterinary controls and import restrictions operate at regional level. Exact origin, production establishment, health status and alternative sourcing routes need to be available by product and lot.
