EU poultry imports from the US now require zone-level verification

The European Union has urgently amended entry conditions for specified areas of the United States following new outbreaks of highly pathogenic avian influenza. Commission Implementing Regulation (EU) 2026/2020, adopted on 4 September and published on 7 September, suspends entry from the affected areas for poultry, poultry germinal products, fresh poultry meat and fresh game-bird meat. The measure is not a blanket ban on the United States. The Commission amends the lists of authorised zones for that third country and relies on restrictions put in place by the US veterinary authority, including zones of at least ten kilometres around affected establishments and a stamping-out policy. The regulation takes effect on the day after publication in the Official Journal. For European buyers and processors, the central message is operational: origin eligibility becomes a lot-level variable rather than only a country-level one. For imported poultry products, checks need to cover the establishment, veterinary certificate, production date and zone of origin. One commercial supplier may handle goods from origins facing different regulatory conditions. Regionalisation prevents an entire country from being treated as one risk unit and can preserve trade from unaffected areas. At the same time, it raises the documentary burden for importers, distributors and food-service operators. Commercial communication needs to distinguish accurately between a zonal suspension, a product-specific restriction and any later change to the listing. In the poultry chain, geographic traceability is no longer merely administrative: it becomes a prerequisite for procurement planning, supply alternatives and import compliance.
