Processing capacity needs a defined raw-material system

USDA Rural Development opened a new MPPEP application window on 8 September 2026, running through 7 December. This round specifically targets facilities processing invasive, wild-caught catfish that operate—or plan to operate—under USDA inspection for that species. It should therefore not be read as a new general fund for every meat business. The call is nevertheless worth watching because it precisely defines where capacity policy can act. Eligible investments include facility construction or purchase, renovations, mobile slaughter and processing units, and equipment for cutting, skinning, scaling, deboning, mixing, grinding, pumping, packaging and labelling. Equipment improving worker safety, food safety, water use or emissions is also included. The design links an ecological task—reducing an invasive species that harms ecosystems and fisheries—with the creation of an inspected food chain. That matters for utilisation economics: a resource only becomes commercial food when capture, hygiene, capacity, specification, logistics and market access are coordinated. Equipment does not replace that system; it can enable it when embedded in a verifiable plan. For artisan businesses and smaller plants, the lesson transfers beyond the catfish case. Capacity expansion needs to be justified by raw-material flows, sanitary requirements, trained staff and a defined sales outlet. Grants can accelerate investment, but they cannot replace operational design. Profitable capacity starts with a specified product and ends with a chain able to document safety and yield.
