Poultry Regionalization Requires Traceability Through Every Logistics Step

The updated APHIS guidance for exports to China shows that, in poultry, regionalization works only when product data and logistics data remain connected. Poultry products heat-treated in accordance with the processing requirements listed by FSIS may be exported to China regardless of production date. For products that are not heat-treated, eligibility instead depends on territorial origin and the affected time period.

The restriction covers more than the place of slaughter. A non-heat-treated product can be ineligible if it comes from birds raised in an affected area, or if it was slaughtered, processed, stored or shipped from that area during the specified dates. The definition of origin refers to birds raised and slaughtered within the restricted area; it does not automatically extend to birds slaughtered after the restricted period has ended.

The transport route also matters. Non-heat-treated products from unrestricted states may not be exported from a storage facility in a restricted state. Transit through affected areas is possible only if the goods remain sealed. As a result, one commercial item can lose eligibility because of the warehouse or route, even though the farm and slaughter plant are compliant.
