Cooked meat for care settings requires control of the whole food pathway

On 23 September, the UK Food Standards Agency published revised guidance aimed at reducing listeriosis risk for particularly vulnerable people. It is addressed to health and social-care organisations as well as retailers and caterers supplying them. For the meat sector, the document shifts attention from the individual product towards the complete supply and service pathway for cooked, ready-to-eat foods. The guidance notes that listeriosis is rare, but has a high hospitalisation and fatality rate compared with other foodborne illnesses. Hospitals, care homes and comparable settings must therefore maintain HACCP-based procedures and specifically consider the susceptibility of the people who will eat the food. In this setting, cooked meats and poultry are not simply refrigerated products: they pass through ordering, receiving, storage, regeneration, distribution and service routes. Food-safety culture is a key operational element. The guidance calls for documented responsibilities, a person with overall responsibility and effective communication of food-safety-system changes. It also requires supplier assessment: where applicable, suppliers should be able to provide registration or approval details, their latest hygiene inspection and any available food-hygiene rating. The conclusion for manufacturers and distributors is clear: safety of cooked meat supplied to vulnerable groups does not end with batch release. Specifications need to cover shelf life, temperature, pack integrity, delivery conditions, leftover management and kitchen responsibilities. Only a documented chain can preserve a microbiological assurance through to the plate.
