EU operating rules turn pig and poultry farming into a documented emissions system

The European Commission’s new implementing decision on pig and poultry production moves environmental management from broad targets to verifiable operating parameters. It covers feed formulation and preparation, housing, manure management and the storage of dead animals on farms covered by the expanded scope of the Industrial Emissions Directive.

The text sets maximum values for nitrogen and phosphorus excretion and for ammonia emissions, differentiated by species, animal category and, in some cases, new versus existing facilities. For broilers, for example, the annex specifies 0.55 kg of nitrogen excreted per animal place and year, plus ammonia values of 0.05 kg for new facilities and 0.07 kg for existing ones. Pig benchmarks differ between weaners, finishers and sows.

Crucially, the Commission does not prescribe a single solution. Alternative techniques and combinations of measures remain possible, but Member States must demonstrate with scientifically established methods that they achieve at least an equivalent level of environmental protection. The underlying data, methods and assumptions behind those validations must be documented and made public.
