Animal welfare becomes manageable only with system-specific measurement points

Argentina’s INTA, together with the Argentine Beef Promotion Institute (IPCVA), has expanded its Bienest.AR system with two protocols for cattle in the rearing phase and in semi-intensive and extensive finishing systems. The development matters because it moves the welfare discussion from broad claims towards assessment tailored to the production stage and management system.

The finishing protocol contains 34 measurements, while the rearing protocol contains 36. Both are organised around four principles: good feeding, appropriate housing and handling areas, good health, and appropriate behaviour. Recorded points include the distance, availability, cleanliness and quality of water; the condition of pens, paddocks and grazing areas; animal hygiene, external parasites, injuries, disease signs, loading and unloading areas, and interactions between people and cattle. Resources to mitigate heat or cold stress are also considered.

The methodological basis deserves attention. The team identified 277 candidate methods, selected indicators, trained assessors and analysed measurement reliability. It then tested practicality in twelve field assessments and adjusted the protocols and recording sheets. The qualitative behavioural assessment also incorporates posture, context and observable emotional state rather than being limited to a checklist of physical deficiencies.
