It is a controlled reopening, confined to one port and dependent on the protocol working in practice. Animal availability, logistics lead times and procurement planning will remain tied to health controls and to subsequent USDA assessments. The industry relevance goes beyond the volume that may cross in the first days. The case shows that live-animal trade requires animal health, traceability, inspection and operational capacity to work together.
