EU livestock policy links welfare investment, feed protein and market access into one meat-chain task

AHDB’s new explanation of the European Union livestock strategy and protein plan shifts attention from isolated targets to a production system. For the meat sector, the issue is not merely which welfare or environmental requirements are proposed, but how they will be financed, measured and translated into competitive and trade conditions. According to AHDB, the Commission intends to present proposals by the end of 2026 to phase out cages and address practical welfare indicators for laying hens and broilers. For pigs, a proposal is envisaged in the second quarter of 2027 to move from crate to pen systems. The analysis stresses that costs, timelines, exemptions and support will determine the real impact. A dedicated risk-management scheme for climate and animal-disease risks is also being considered under the post-2027 financial framework. The protein plan adds the feed dimension. The Commission aims to raise the share of protein from EU-grown oilseeds and protein crops used in feed from 25.8% in 2025 to 35% by 2035. It does not propose complete self-sufficiency: import dependence remains, especially for soya, while protein crops compete with higher-yielding alternatives. For the meat chain, the conclusion is that welfare, feed, emissions and supply resilience need to be specified together. Investment in housing will only be sustainable if it fits animal health, productivity, financing and market acceptance. Future equivalent import requirements may also transmit these conditions into international supply chains, turning process documentation into a market-access factor.
