New EU poultry zoning decision makes origin data a release criterion

The European Commission has again amended entry conditions for specified areas of the United States following new highly pathogenic avian influenza outbreaks. Implementing Regulation (EU) 2026/2104 updates the lists of US zones authorised for poultry, poultry germinal products, fresh poultry meat and fresh game-bird meat. It entered into force on the day after its publication in the Official Journal.

The measure is not a blanket import ban on the United States. It applies regionalisation: after assessing epidemiological information and measures reported by the US veterinary authority, the Commission suspended entry from the restricted area affected by the new outbreaks. Eligibility therefore depends on the precise zone of origin and on documents matching the currently applicable listing.

For European buyers and operators, the consequence is specific. Verification cannot stop at country of origin, species, establishment or a generic certificate. Before purchase is released, businesses need to check the production zone, the slaughter or processing zone where applicable, the document issue date and the current version of the annexes. Supplier systems must also be able to block or segregate affected lots without stopping eligible goods.

The regulation shows that regionalisation is a data discipline. It offers an alternative to indiscriminate country-wide measures, but functions only when logistics, traceability and documentation preserve the link to the authorised territory. In products with mixed origins or complex chains, that relationship must be available from specification through goods receipt.
