Poultry trade clearance now depends on the authorised zone, not the exporting country alone
The European Commission has urgently amended the lists of zones authorised or suspended for entry into the Union of fresh poultry meat, game-bird meat and poultry germinal products from Canada and the United States. Implementing Regulation (EU) 2026/2227 of 1 October combines new suspensions following highly pathogenic avian influenza outbreaks with reauthorisation of certain US zones.
The decision illustrates a crucial operational point: animal-health status does not apply to an exporting country as a whole, but to specific zones. For earlier outbreaks in Indiana, North Dakota and Utah, the United States submitted updated information on the epidemiological situation, stamping-out measures, and subsequent cleaning and disinfection. The Commission considered the guarantees sufficient to lift restrictions for the affected zones listed in the annexes.
At the same time, the act adds new restrictions for areas in Canada and the United States affected by recent outbreaks. One update can therefore open and close access depending on the zone. The regulation took effect urgently to avoid unnecessary disruption to US trade while protecting the Union’s animal-health status.
For importers, distributors and processors, the consequence is more than paperwork. Each consignment must be checked against the authorised origin zone at dispatch, the approved establishment, production date and relevant veterinary certificate. Regionalisation makes geographical traceability a release condition; a national reference alone is no longer enough to assess whether a lot is eligible for entry.
